Remove damaged stairs, create depth for new ones
Adjust step rise height to be equal and legal.
The stairs were of uneven height, one was too high.
Removal: > 3 Tons
There were a lot of large stones in these stairs.
It made the removal more difficult and explained the damage.
The stone and concrete was briefly laid on tarp-covered plywood.

You can see there will be a lot of concrete.
We removed about 15 inches of mixed stone and concrete.
The stairs had had layers of new concrete put on top.
But those repairs had never 'repaired' the original cracks.
